1. Scope & Objective
This document outlines the strict operational guidelines, verification measures, and evaluation standards used by the GSEC Vetting Committee. These protocols ensure that candidates chosen for permanent inscription into the 21st-Century’s Quarticentennial Merited Impacts Gazette (2000–2025) meet the highest standards of intellectual integrity and measurable public benefit.
2. The Four-Tiered Vetting Architecture
