KNOW YE ALL MEN by these presents that we, the High Convening Authorities representing the National Postdoctoral Association (NPA), the Asia & Oceania Post-Doctoral Academia – Inter-Continental (AOPDA-IC), and the Impact Hallmarks, do hereby issue this solemn Declaration and Proclamation to the global community of scholars, scientists, and humanitarians.

WE DECLARE that the year Two Thousand and Twenty-Six marks an unprecedented convergence of human intellectual development, wherein the structural foundations of the West and the transformative research models of the East stand united at a symmetrical 150-year milestone.
WE ACKNOWLEDGE AND AFFIRM:
- That for 150 years, the United States postdoctoral framework—nurtured and sustained by the administrative stewardship of the NPA—has served as a primary driver of global laboratory innovation.
- That for 150 years, the Asia, Oceania, Middle East, and African regions—under the academic oversight and expanded policy frameworks of the AOPDA-IC—have cultivated dynamic research ecosystems, elevating regional scholarship into a cornerstone of global industrial, agricultural, and digital development.
- That the closing of the first twenty-five years of the 21st Century (2000–2025) demands a definitive, audited recording of human achievement, executed through the final adjudication of the Century Merit Poll by the Impact Hallmarks.
